Subject: Northern Rough-winged Swallow in odd plumage

I managed a photograph of an in-flight NORTHERN ROUGH-WINGED
SWALLOW today at the Ziak Refuge near Knappa on the Lower Columbia
River. It's the first rough-wing I've seen this season (and on
the early side of average arrival, though within the sd).
What struck me were the bright covert edges and the pale nape,
both of which I associate with young birds. A spring migrant,
in theory, should be molted out of this by now...
Shouldn't it?
